NetBeans 28 runs on JDK 17, 21 or 25. Install a supported JDK separately, extract the ZIP and use the launcher in netbeans/bin. Project JDK selection is separate from the IDE runtime.

What is Apache NetBeans?
Apache NetBeans brings source editing and application project tools into one development environment. Its editors highlight code syntactically and semantically, while refactoring tools help change existing code. Wizards and templates support creating Java, PHP and web applications, including work with JavaScript, HTML5 and CSS.
The linked package is Apache's platform-independent NetBeans 28 binary ZIP, released on November 10, 2025, rather than a Windows installer or the latest release. Extract the ZIP and use the launcher in netbeans/bin with a supported JDK installed separately. The release page lists JDK 17, 21 or 25 for running this IDE; the IDE runtime JDK does not determine the JDK range your projects may use.
Apache also links to community-built native packages, some with a bundled JDK, but those are separate from this ZIP and are not Apache Software Foundation releases. For NetBeans 28, the publisher warns that Windows on ARM is not fully supported. The screenshot illustrates the NetBeans New Project wizard from Softonic's Windows gallery; its exact release is not established.
